Administrator bullying

Curious to know if you ever address topics concerning administrators bullying subordinates. This happens in the classroom as well as in the workplace; higher education can be one of the worst environments for bullying (power plays, posturing, favoritism, etc). Hierarchical systems are replete with such behaviors.  I need to hear from folks involved with workplace management and adult team development.
